This happens because iOS treats VPN routing and the VPN Kill Switch as two completely separate functions at the OS level.
By default, Apple’s NetworkExtension framework is designed to seamlessly fall back to your normal cellular or Wi-Fi network if a VPN is disconnected. This prevents you from losing internet access completely if a VPN server drops.
To stop ExpressVPN (or any other app) from leaking traffic when disconnected, you have to manually configure what is known as a Kill Switch.
How to lock it down in ExpressVPN
ExpressVPN has a built-in feature called Network Protection that commands the iOS kernel to block internet access if the VPN drops.
  1. Open the ExpressVPN app.
  2. Go to Options (three lines) > Settings.
  3. Tap on Network Protection.
  4. Toggle Block internet when unable to reconnect to ON.
The iOS Limitation: “Almost” OS-Level
Even with the app’s Kill Switch turned on, standard iOS apps cannot achieve a 100% airtight kill switch due to how Apple designs consumer privacy. If you manually swipe up and force-close the ExpressVPN app, or if the iOS RAM management kills the app in the background, the OS will eventually open the internet back up.
How to achieve a True, Airtight OS-Level Block
If your goal is to never allow internet access unless the VPN is active, you must bypass commercial app settings and use Apple’s native enterprise tools.
  • Method: You must use Apple Configurator (on a Mac) or an MDM (Mobile Device Management) server to put your iPhone into Supervised Mode.
  • The Setting: You then deploy a configuration profile with Always-On VPN enabled.
  • The Result: This locks the VPN at the kernel level. The toggle button in Settings becomes unclickable, the VPN cannot be turned off, and the internet will strictly code-block itself if the connection drops.

Method How Traffic Behaves When Disconnected Setup Difficulty
Default ExpressVPN Routes through normal ISP/Cellular (Leaked traffic) None (Default state)
ExpressVPN + Network Protection Blocks traffic unless the app is forced closed or crashes Easy (One toggle in app)
MDM / Always-On Profile Hard-blocks 100% of traffic at the kernel level permanently Advanced (Requires Mac/MDM)
