In AWS, one can share a resource (e..g. an S3 bucket) across accounts by using simple cross account roles.

In Azure, you cannot share resource groups across subscriptions.

  1. However, you can either create a site-to-site VPN or (better) create a peering between virtual networks across the subscriptions.
  2. Peerings are free and work across subscription

Try starting with a VNET peering.
